Information on the EU qualified sailor course
Year I

Year II
According to Annex 3 of ITM Regulation 12/2022 ( IV.14 ):
– Period of service on board: not less than 90 days
Participation in the training does not require previous training as a seaman, but a valid Boatsman’s Service Book is required.
The training syllabus is set out in detail in the training thematic, based on Annex 3 to ITM Regualtion No 12/2022 (IV.14), broken down into modules, with theoretical and practical lessons.
The aim of the training course is to obtain the sailor’s qualification as defined in Annex 3 to ITM Regulation No 12/2022 (IV.14) within the framework of an approved course.
The training is also intended to familiarise candidates with the main duties of a sailor before they start work and to familiarise them with the main rules of employment and the duties of a sailor.
The course will prepare students to acquire the specific skills required to perform the duties of a Sailor and subsequently to pass the Sailor’s Examination.
1. Minimum requirements for certification as a sailor
1.1: The certificate may be issued to a person who:
1.1.1.1. is at least 17 years of age and has completed an approved training programme of at least two years’ duration, based on the requirements of this Annex for competences at operational level, as referred to in § 15, including at least 90 days of seagoing service,
1.1.2. is at least 18 years of age and has completed a training course at a navigation examination centre or a training organisation with an approved training programme in accordance with the requirements of §14., which demonstrates that he meets the requirements of this Annex for competency at the relevant operational level and has not less than 360 days of seagoing service, or not less than 180 days of seagoing service and can demonstrate not less than 250 days of seagoing service as a member of the crew on board a seagoing ship, or
1.1.3. has at least five years of work experience gained before applying for an approved training programme, or has gained at least 500 days of work experience as a member of the deck crew on board a seagoing ship before applying for a training programme, or has completed a three years vocational training programme before applying for an approved training programme and has completed an approved training programme of at least nine months’ duration, as referred to § 15, which based on the competency requirements specified in this Annex for duties at the operational level, including at least 90 days of seagoing service.
2. Minimum requirements for the award of the qualified sailor certificate
2.1: A person may apply for the certificate if:
2.1.1. has not less than 180 days of seagoing service and has acquired this seagoing service while qualified to serve as a sailor; or
2.1.2. have completed an approved training programme, as defined in § 15, of at least three years duration, based on the competency requirements for operational level duties as set out in this Annex and have not less than 270 days of seagoing service.
ITM Regulation No. 12/2022 (IV.14.) § 13 (4) A person who has been disqualified from driving a craft by a final and binding judgment shall not be permitted to take a practical test during the period of disqualification or, in the case of a disqualification by a decision of the administrative authority for an offence, until the date specified in the final and binding decision of the administrative authority.
ITM Regulation No. 12/2022 (IV.14( Annex 2: For all qualifications not specified in Annex 1, the condition for passing the examination shall be the presentation of a medical certificate, in accordance with the Ministerial Regulation on the conditions and examination procedures for medical fitness for navigation and proof of payment of the examination fee.
1. Conditions for taking the examination
- Application form completed on the basis of an identity card
- Valid Boatman’s Service Book
- Proof of at least the required minimum length of service
- Declaration of ability to swim (complete the relevant section of the application form)
- Documentary evidence of at least a primary education
- Completion of an approved course
- Payment of examination fees
2. Conditions for admission to the course
- 17 years of age
- Submission of a completed application form based on an identity card
- Acceptance and signature of the Training Contract
- Payment of the course fee
3. Subjects
Theoretical:
– Boat driving 16 hours /2 days
3.1.2 Competences and knowledge required for the performance of operational duties of a sailor:
– Theory of navigation, – structural theory, mechanical engineering 16 hours / 2 days
3.2.2 Competences and knowledge related to the operation of a sailor’s craft:
3.2.4 Competences and knowledge related to the use of the equipment of a seagoing craft
– Passenger transport and loading skills 8 hours / 1 days
4.2 Sailor’s competences and knowledge of cargo handling, cargo stowage and passenger transport:
4.3 The sailor is able to support the crew in the provision of services to passengers and to provide direct assistance to disabled persons and persons with reduced mobility in accordance with the training requirements and instructions set out in Annex IV to Regulation (EU) No 1177/2010 of the European Parliament and of the Council of 24 November 2010 concerning the rights of passengers when travelling by sea and inland waterway and amending Regulation (EC) No 2006/2004 (hereinafter referred to as Regulation (EU) No 1177/2010).
4.4 Competences and knowledge of the sailor in relation to the provision of services to passengers and assistance to disabled persons and persons with reduced mobility:
– Marine engineering and electrical engineering, electronics and control technology 16 hours / 2 days /
5.2 Competences and knowledge of marine engineering, electrical engineering, electronics and control technology for sailors:
Practical training: 168 hours / 21 days /

8.7. The sailor is able to carry out his/her duties with due regard to the importance of environmental protection
9. Requirements for the theoretical and practical examination for certification as a sailor
9.1 The competences and skills of a sailor as described in point 3 shall be tested by means of a theoretical and practical examination.
9.2 The navigation authority shall determine the knowledge to be assessed, the examination items and the manner in which the examination items are to be assessed on the basis of the requirements for the examination or the requirements for certification.
10. Application of sailor and qualified sailor qualifications
10.1 A sailor qualification issued in accordance with this Annex shall, on all inland waterway vessels which have a sailor’s position in the crew complement point of the certificate, be sufficient to perform the sailor duties of and qualified sailor on inland waterway vessels.
